The only category that the County EIR determined to be "significant and unmitigatable" was air quality. However, under the "no project" alternative, the biosolids generated in the Inland Empire would have to continue to be trucked to Arizona or the California Central Valley. This long-haul trucking program would result in even greater air emissions in Southern California as a region because the emissions from the biosolids would remain constant, while diesel pollution from trucking the biosolids hundreds of miles would create much more air pollution than the short haul required in order to compost locally.
In other words, it makes sense for Inland Empire biosolids to be recycled in the Inland Empire and used as compost on Inland Empire farms. Trucking it hundreds of miles only adds to the air pollution of the region.
